As Senator for the 42nd District, which is in DeKalb County, David is one of only three Democrats who serve as a member of the powerful Rules Committee.  He was named Vice Chairman of the Special Judiciary Committee.  Additionally, David serves on the Judiciary and Health and Human Services Committees.  In his first term, David was elected Vice-Chair of the DeKalb County Senate delegation.

David is a member of the Executive Committee of the Democratic Party of Georgia. In the Senate, he is the only Democrat appointed to serve on the Senate study committee regarding foreign language instruction in Georgia's schools.
